Little construction material was locally available. Cement, gravel, reinforcing steel, and even water had to be brought in from the outside. There were problems with inspection procedures, the quality of the cement, and the reinforcing steel, but as the CPR official remembered years later, "Hustle was the order of the day... to take a deep long breath was fatal." In the end, there were a number of problems that had not been anticipated -- the erosive effects of soil, borne chemicals, and frost on the concrete, and certain critical design flaws."
